In September 2019, the Central Committee of the Communist Party of China and the State Council issued the 'Outline for Building a Strong Transportation Country', and subsequently announced the first batch of 13 pilot units for building a strong transportation country, which agreed to Hebei Xiong'an New District, Liaoning Province, Jiangsu Province, Zhejiang Province, Shandong Province, Henan Province Provinces, Hubei Province, Hunan Province, Guangxi Zhuang Autonomous Region, Chongqing City, Guizhou Province, Xinjiang Uygur Autonomous Region, and Shenzhen have carried out the first batch of pilot projects for building a strong transportation country, and strive to achieve the phased results of the pilot tasks in 1 to 2 years. In 3 to 5 years, relatively complete and systematic results have been achieved, and a batch of pilot models will be created and promoted in an orderly manner across the country.

Among the key construction points of the nine pilot programs that have been announced, 'smart transportation' has become one of the keywords. The pilot programs in Zhejiang, Shandong, Guizhou, Xiong’an New District, and Hubei all include “smart transportation”. For example, 'Zhejiang Plan' proposes 'smart highway'; 'Shandong Plan' proposes 'smart port'; 'Hubei Plan' proposes 'smart port', 'smart bus', 'smart airport', etc.; 'Xiongan The 'New District Plan' proposes 'smart travel' and so on.
