LTL TIR Truck Transportation from China Yiwu/Shijiazhuang to SVO/TT terminal
What is TIR?
TIR (Transports Internationaux Routiers) is an international customs transit system. It allows goods to be shipped from a country of origin to a country of destination with minimal delays at border crossings.
Why use TIR for China→Moscow road shipments
Single-document transit: the TIR carnet (or TIR guarantee system) acts as the transit customs document across TIR countries, minimizing repeated customs formalities and physical inspections when seals and paperwork are in order.
Lower handling risk / faster border passage: properly issued TIR reduces the need for unpacking and local customs procedures en route.

For Yiwu:
Pickup & Domestic Transit (1-2 days): Truck picks up goods in Yiwu, travels to a consolidation hub or directly towards the Northwestern border (e.g., through Xinjiang).
China Export Customs (1-2 days): At a border like Khorgos, Chinese export customs are completed, and the TIR seal is applied.
Border Crossings & International Transit (10-12 days):
China-Kazakhstan Border: TIR Carnet is checked, seal verified, swift passage.
Transit through Kazakhstan: The truck drives across Kazakhstan.
Kazakhstan-Russia Border: TIR Carnet is checked again, allowing for efficient entry into Russia.
Transit across Russia: The long haul across Siberia and European Russia to Moscow.
Russian Customs & Final Delivery (2-3 days): The TIR Carnet is closed at the final customs office (often at an inland terminal like TT Terminal or at the Moscow customs zone). After clearance, cargo is delivered to the final address in Moscow.
For Shijiazhuang:
The process is identical, but the initial domestic transit time is longer (add 2-3 days). The truck from Shijiazhuang has a greater distance to cover to reach the Northwestern border crossings like Khorgos.
Required Documentation Checklist
To ensure a smooth process, you and your Russian partner must provide:
Commercial Invoice (accurate description, value, and HS Code).
Packing List (detailed with carton counts, dimensions, and net/gross weights).
Certificate of Origin (Form A or non-preferential).
TIR Carnet (Handled by your freight forwarder).
Cargo Insurance Certificate.
Power of Attorney (POA) for Russian Customs Broker (provided by the Russian importer).
Key Terminals in Moscow:
SVO: Primarily associated with Sheremetyevo International Airport, but in a logistics context, it often refers to bonded logistics terminals or customs clearance warehouses in the area surrounding the airport.
TT (or TTK): Refers to the Traders' Terminal or terminals served by the TTK (Third Transport Ring) road in Moscow. These are major inland rail and truck logistics hubs where cargo is consolidated and deconsolidated.
Arrival at Terminal: The truck arrives at the designated terminal (SVO or TT). Your assigned customs broker in Russia will be notified.
Customs Clearance: This is a critical step. The TIR journey ends here. The seal is broken, and the entire consolidated shipment undergoes Russian customs clearance. Your broker will use the documents you provided to declare your specific goods.
Deconsolidation: After customs release, the terminal workers will unload the truck and separate your LTL shipment from the others.
Final Delivery: Once your cargo is cleared and separated, it can be loaded onto a local delivery truck for the "last mile" delivery to your final address in Moscow, if this service was arranged.
LTL rates are typically quoted per cubic meter (CBM) or per kilogram (kg), with the chargeable weight being the greater of the actual gross weight or the volumetric weight.
Volumetric Weight Formula for LTL: Length (cm) x Width (cm) x Height (cm) / 5000 = Volumetric Weight (kg)
Costs will include:
Local Trucking in China (Yiwu/Shijiazhuang to consolidation hub).
LTL TIR Main Leg Fee (consolidation hub to Moscow terminal).
Terminal Handling Charges (THC) at the SVO/TT terminal.
Russian Customs Clearance fees (brokerage, duties, etc.).
Last-Mile Delivery within Moscow (if required).
TIR Carnet Fee.
Cargo Insurance (highly recommended).
Yiwu and shijiazhuang TIR rate:

Customs transit fee is 3% of the cargo value.
Handing USD50/BL
THC USD90/BL (document preparation/customs declaration and transit)
Extra HS code are USD10/6 HS code.
Pallet fee USD30/pallet(if any)
Electronic seal USD250(if any)
Excess Value Surcharge: Surcharge for shipments valued at RMB 100 or less per kilogram is waived.
For shipments valued at RMB 100 or more per kilogram, a surcharge of 3% of the excess value will be applied.
The minimum charge is 100 kg; less than 100 kg will be charged as 100 kg.
Goods delivered to Shijiazhuang/yiwu (for departure) and export declearance in Manzhouli.
TIR capacity: Internal dimensions of container: 13556 x 2464 x 2698 mm, 90.1 CBM.
