TIR is the French abbreviation for "Transports Internationaux Routiers" (International Road Transport).
Its core is an international customs transit guarantee system based on the UN TIR Convention. Simply put, it is a standardized customs procedure that allows goods in a container or vehicle to travel from the customs office of departure to the customs office of destination, without intermediate border inspections or the payment of duties and taxes in transit countries.

The TIR system operates based on three core elements:
TIR Carnet
This is an internationally recognized customs document and guarantee certificate. Each lorry carries a TIR Carnet detailing the goods.
It essentially acts as an "international passport" for the goods, ensuring that once inspected and sealed by the customs office of departure, customs offices in all transit countries recognize that inspection.
International Guarantee System
This is the cornerstone of the TIR system. In each contracting party, there is an authorized national guarantee association (usually a member of the International Road Transport Union - IRU in that country).
This guarantee system ensures that if goods are transported in violation of the rules (e.g., not exiting through a designated office, goods illegally sold in a transit country), the customs duties and taxes of the affected country will be paid.
Approved Vehicles/Containers
The vehicle or container carrying the goods must comply with specific customs standards, ensuring its structure effectively prevents unauthorized access to the goods (e.g., sturdy construction, reliable sealing points). The vehicle must be approved by the national customs authority.
Country of Departure:
Goods are loaded and inspected at the customs office of departure.
Customs officials verify the goods match the documents and apply a customs seal to the vehicle/container.
The TIR Carnet is issued, and the seal number is recorded.
Transit Country(ies):
The vehicle arrives at the entry customs office of a transit country.
The driver only needs to present the TIR Carnet for registration. Customs officers check if the seal is intact.
If the seal is intact, customs generally will not inspect the goods or levy any duties/taxes or guarantees. The vehicle is cleared after formalities.
At the exit customs office of the transit country, the vehicle is cleared after a seal check.
Country of Destination:
The vehicle arrives at the entry customs office of the destination country.
Customs officers check the seal again. If intact, they proceed with the import customs clearance (paying duties/taxes of the destination country, etc.).
The TIR Carnet is taken back by the destination customs, marking the end of the TIR operation.
