A Practical Guide to the Entire Process of China-Russia Road Freight Transshipment via Kazakhstan (Original, Hands-On Logistics Insights)
China-Russia land-based road freight is the most common channel for small and medium-sized foreign trade businesses shipping to cities such as Moscow and St. Petersburg, with transshipment via Kazakhstan being the primary transit solution. Many freight forwarders and foreign trade representatives often encounter four major challenges: incomplete transshipment documentation, cargo inspections, transportation delays, and compliance assessments. Drawing on frontline operational experience, this article provides a comprehensive breakdown of the logistics logic, required documentation, key pitfalls to avoid, and cost- and time-optimization strategies for road transport from China to Kazakhstan to Russia—all based on practical, real-world experience.
Trucks departing from China via ports such as Khorgos, Bakhtu, Alashankou, and Manzhouli enter Kazakhstan. After completing the T1 transit procedures, they then enter Russia through a border crossing between Kazakhstan and Russia. The entire journey is conducted by road transport, a process commonly referred to in the industry as “Kazakhstan transit.”
General cargo: Headphones, adapters, hardware, small household goods, machine parts, and other accessories / General electrical products containing low-voltage batteries, etc.
Due to the current international situation, customs supervision requirements are subject to immediate updates based on national policies.
For example: Recently, when transporting the following items by road, an explanatory letter must be provided before arriving in Manzhouli. If no explanatory letter is available and additional clarification is required upon arrival at the Zabaykalsky Customs, a vehicle detention fee of 1,500 per day will be charged. Based on communication with transit clearance agents, we are temporarily listing only the items below. Please prepare the explanatory letter in advance to avoid spending hours resolving issues at Zabaykalsky Customs—which often involves handling problems in the middle of the night or early morning!
Furthermore, having a vehicle sent back can cause significant trouble:
1. All types of electronic products and devices.
2. All technology-related products: monitors, walkie-talkies, camcorders, cameras, routers, audio and video recording devices, projectors, etc.
3. Any product that uses batteries.
4. Modems.
5. Communication transponders.
6. All types of pumps.
7. Plastic bottles and other containers.
8. Toys, etc.
The requirements are as follows; the content and format should be similar to this explanatory letter:
1. A formal letter from the Russian consignee, bearing an official seal and signature, written in Russian.
2. A detailed description of the product, including its composition and intended use—be as specific as possible.
3. It must also explicitly state that the product is not military in nature.
4. License plate information and carrier details.
5. CMR waybill number.
6. Company names, addresses, and contact information for both the shipper and the consignee.
Furthermore, effective July 31, 2026, for goods transiting through Kazakhstan, Russia, and Belarus:
If the goods fall under the following HS codes, customs authorities will affix a GPS seal to them before they enter Russian territory. This seal will be removed when the goods leave Russia. A fee of $500 per seal will be charged for this service.
Any additional charges incurred within Kazakhstan or during transit (including but not limited to seal removal, special handling, customs inspections, and supervision) will be invoiced separately.
This regulation applies to all transport routes passing through Kazakhstan, Russia, and Belarus.
Routes:
1. China–Russia (Chinese port: Manzhouli; Russian port: Zabaykalsk)
2. China–Russia (Chinese port: Manzhouli; Russian port: Zabaykalsk)–Belarus
3. China–Kazakhstan (Chinese port: Alashankou; Kazakh port: Dostyk)–Russia
4. China–Kazakhstan (Chinese port: Alashankou; Kazakh port: Dostyk)–Belarus
3. China–Kazakhstan (Chinese border crossing: Khorgos – Kazakh border crossing: Atenkori) – Russia
4. China–Kazakhstan (Chinese border crossing: Khorgos – Kazakh border crossing: Atenkori) – Belarus
5. China–Mongolia (Chinese border crossing: Erenhot – Mongolian border crossing: Zamyn-Uud) – Russia
6. China–Mongolia (Chinese border crossing: Erenhot – Mongolian border crossing: Zamyn-Uud) – Belarus
List of relevant HS codes:
Fur products: 4303
Knitted garments: 6101–6106, 6110
Footwear: 6401–6405
Telecommunications equipment: 8517
Audio and video equipment: 8519, 8521
Electronic audiovisual equipment: 8525–8528

Tobacco products: 2401, 2402, 2403, 2404, 2939 79 000 0, 2939 80 000 0
Please also note that the HS codes for the goods listed above are not permitted for export through the following Chinese ports: Tongjiang and Suifenhe. Due to limitations at these ports, GPS seals cannot be applied overseas, which does not comply with the regulations of the Eurasian Economic Union.
⚠️ Restricted Goods
1. Category II controlled items and products containing Bluetooth or radio frequency technology (require a Russian Federation EAC Certificate of Conformity, which must be obtained in advance)
2. Counterfeit goods and goods infringing on trademarks ( subject to strict joint inspections by Kazakh and Russian customs authorities; goods will be immediately seized and confiscated)
3. Pure hazardous materials, powders, and liquid chemicals (cannot be transported via regular road freight for customs clearance; require special transit qualifications for hazardous chemicals)
❌ Prohibited Goods: International express parcels and individual express shipments (Transit regulations clearly state: Goods entering China via international express are not permitted to undergo transit clearance through Kazakhstan)
1. Commercial Invoice
2. Packing List (must specify exact quantity, gross weight, and volume; any shortfall may result in the cargo not fitting into the refrigerated truck overseas)
3. Export Contract, Customs Declaration Power of Attorney
4. Product Certifications: Quality inspection reports for electrical products, Russian EAC Certificate of Conformity (mandatory for customs clearance within Russia), etc.
1. CMR International Road Waybill (the sole proof of title for the entire route; one waybill per truck, non-divisible)
2. T1 Transit Declaration Form: Issued by Kazakh customs, certifying that the goods are only transiting and will not be sold locally in Kazakhstan
3. Detailed List of Goods: General declarations such as “electronic accessories” are prohibited; items must be broken down by SKU, material, and intended use
4. Proof of Wooden Crating (Required for large and heavy cargo; failure to secure the cargo may result in vehicle impoundment and additional warehousing fees)
1. Import Declaration Form, Consignee’s Tax ID
2. Power of Attorney for Full Clearance and Tax Payment (authorizing the freight forwarder to handle customs clearance and tax payment)
3. National Product Conformity Certificate (EAC): Mandatory for headphones, charging adapters, and mechanical equipment; entry is not permitted without this certificate
1. Cost Optimization Tips
Prioritize warehouses located outside the Moscow Outer Ring Road as the delivery address to avoid the $1,500 Outer Ring surcharge;
Ship all cargo directly to the warehouse via full truckload to eliminate secondary labor and logistics costs associated with cash-on-delivery (COD) pickup;
Provide complete EAC and quality inspection certificates in advance to avoid cargo detention at the port, which can result in container detention and warehouse late fees;
Secure heavy cargo with wooden wedges and apply for free securing services in advance to save on overseas labor costs for securing the cargo.
2. Solutions for Speeding Up Transit Times
Complete all document reviews 3 days before shipment and pre-enter T1 transit declaration data in advance to ensure direct clearance at the port;
Transport general electrical goods and general cargo on separate trucks; declare battery-powered products in a separate category to reduce the likelihood of manual unpacking and spot checks;
Schedule fixed departures every Tuesday and Friday to avoid weekend customs clearance congestion at the border and shorten transit wait times.
1. Counterfeit goods are strictly prohibited from being mixed with other shipments during transit: Customs authorities in Kazakhstan and Russia share information; if counterfeit goods are detected, they will be confiscated immediately, and hefty fines will be imposed;
2. All-Risk Cargo Insurance Recommendation: Purchase All-Risk Cargo Insurance covering the entire procurement and logistics process, which insures against damage and shortages during transportation, loading/unloading, and warehousing; exclusions include war, strikes, and inherent defects in the goods themselves;
3. Explanation of Freight Rate Fluctuations: Market conditions for overland trucking are highly volatile; all quotes are valid only for the day they are issued, and the latest rates must be reconfirmed before shipment. For large refrigerated trucks, if the customer’s target price is too low, we cannot accept the order; the best available quote will be provided to the customer in writing in advance.
Transit through Kazakhstan is a highly cost-effective main route for China-Russia road transport, but it has strict requirements regarding document compliance, cargo packaging, declaration details, and delivery addresses. When handling these operations, foreign trade representatives and freight forwarders can significantly reduce issues such as cargo detentions, additional fees, and delivery delays by focusing on four key points: “prohibition of consolidated shipments via express delivery,” “complete T1 transit documentation,” “distinguishing between Moscow loop surcharges,” and “accurate declaration of SKU variants.” If you have any further questions regarding China-Russia road transport, full-truckload refrigerated shipments, EAC clearance certificates, or transit documentation, please feel free to contact us at any time.
